What is CLRA and who needs a licence?

The Contract Labour (Regulation and Abolition) Act, 1970. Establishments engaging contract labour above the notified threshold need registration as principal employer; the contractor needs a licence. Both are separate obligations and both get checked.

What are the penalties for non-compliance?

They range from interest and damages on delayed PF to prosecution of named officers in serious cases. The commercial damage — a failed customer social audit — is often larger than the statutory penalty.
